Senior Cost Manager / Quantity Surveyor – Data Center Construction (Heavy Civil)

Job Description

Turner & Townsend is seeking an experienced Senior Cost Manager / Quantity Surveyor to oversee cost management activities for large-scale data center construction projects with a strong emphasis on heavy civil and site development works. This client-facing position involves managing project costs from planning through completion while ensuring commercial success, value optimization, and effective cost control.

The role is fully remote within the United States, with occasional travel to project sites as required. Applicants must be legally authorized to work in the United States and reside within the country.

Key Responsibilities

• Lead cost management activities for large-scale data center and heavy civil construction projects.
• Prepare detailed cost estimates, cost plans, and project budgets throughout all project phases.
• Review contractor pricing, change orders, and cost proposals to ensure fair and accurate commercial outcomes.
• Collaborate with clients, contractors, consultants, and project teams to monitor project costs and financial performance.
• Manage change control processes, cost reporting, valuations, and final account negotiations.
• Conduct cost impact assessments, contingency planning, and cost forecasting.
• Support value engineering initiatives by providing commercial advice during design development.
• Monitor project commitments, funding requirements, and cost benchmarks.
• Produce monthly cost reports and executive summaries for project stakeholders.
• Mentor junior team members while promoting high standards of cost management and service delivery.

Job Requirements

• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or a related discipline.
• Minimum of 6–7 years of professional experience in construction cost management or quantity surveying.
• Experience managing costs for large infrastructure, heavy civil, mission-critical, or data center projects.
• Previous construction consultancy experience is highly preferred.
• Strong knowledge of construction estimating, procurement, contract administration, and commercial management.
• Excellent communication, negotiation, analytical, and stakeholder management skills.
• RICS accreditation or active progress toward accreditation is considered an advantage.
• Ability to work independently while managing multiple project priorities.
• Must be legally authorized to work in the United States and reside within the country.
• Willingness to travel to project sites when required.
