Job Description

Horkey International Services Limited is seeking an experienced Quantity Surveyor to manage the commercial and financial aspects of construction and engineering projects. The successful candidate will oversee cost planning, budgeting, contract administration, valuations, and project cost control while ensuring projects are delivered within budget and in compliance with contractual requirements. This opportunity is ideal for professionals with experience in oil & gas, marine, civil engineering, infrastructure, or EPC projects.

Key Responsibilities
  • Prepare Bills of Quantities (BOQs), cost estimates, and project budgets.
  • Monitor project costs, forecasts, and financial performance throughout the project lifecycle.
  • Administer contracts, evaluate payment applications, and prepare interim valuations and final accounts.
  • Manage project variations, claims, and provide commercial advice to project teams.
  • Support tender preparation, bid evaluations, procurement planning, and contract negotiations.
  • Liaise with project managers, engineers, clients, and subcontractors on commercial matters.
Requirements
  • Bachelor’s Degree (B.Sc.) or Higher National Diploma (HND) in Quantity Surveying.
  • 5–10 years of relevant experience in quantity surveying, cost management, or contract administration.
  • Experience working on oil & gas, marine, dredging, civil engineering, infrastructure, or EPC projects.
  • Strong knowledge of BOQ preparation, cost estimation, budgeting, valuations, and project cost control.
  • Good understanding of contract administration and standard construction contracts such as FIDIC.
  • Proficiency in Microsoft Excel and Microsoft Office Suite; knowledge of CostX, CCS Candy, WinQS, Primavera P6, or Microsoft Project is an advantage.
  • Excellent analytical, negotiation, communication, and organizational skills.
  • Professional membership with NIQS and/or QSRBN is an added advantage.
