RTSL is seeking a Medicines Access Consultant to support the Nigeria Hypertension Control Initiative (NHCI), with a particular focus on expanding access to essential hypertension medicines. This role continues key activities previously executed under the Clinton Health Access Initiative (CHAI) sub-grant.

The Consultant will collaborate with the Senior Technical Advisor (STA) for Hypertension Control and other national partners to improve market shaping efforts, enhance policy implementation, and strengthen systems that support sustainable access to hypertension medicines. This includes supporting mechanisms such as Drug Revolving Funds (DRFs), the Basic Healthcare Provision Fund (BHCPF), and the Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC).

This is a 12-month consultancy based in Abuja. The Consultant must reside in Abuja but will have flexibility to work remotely.

Medicines Access & Market Shaping

  • Identify bottlenecks affecting the cost and availability of hypertension medicines.
  • Recommend and support solutions that improve affordability and supply.
  • Develop a comprehensive medicines access strategy with emphasis on financing, system readiness, and local manufacturing.

Policy & Strategy Support

  • Facilitate adoption of the Essential Medicines List (EML) and prescription policies at the sub-national level.
  • Contribute to updates of the National Standard Treatment Guidelines (NSTG).
  • Strengthen supply systems such as Drug Management Agencies (DMAs) and Drug Revolving Funds (DRFs).
  • Research & Health Financing Innovation
  • Assess the sustainability of DRFs and propose improvements.
  • Evaluate insurance and financing mechanisms; recommend innovative approaches.
  • Develop a sustainability framework for long-term access to hypertension medicines.
  • Supply Chain & Procurement Strengthening
  • Support consistent availability of hypertension medicines in RTSL-supported locations.
  • Lead forecasting and procurement assessments and produce validated tools.
  • Provide technical support for procurement of blood pressure monitors and related diagnostics.
  • Capacity Building
  • Customize and institutionalize training materials for medicine access and inventory management.
  • Strengthen the capacity of RTSL staff, state teams, and healthcare providers in PSM and forecasting.
  • Monitoring, Evaluation & Coordination
  • Support data systems that track facility-level medicine availability.
  • Conduct access and affordability studies to guide program decisions.
  • Perform site visits and provide supervision, documentation, and quality assurance.
  • Advocacy & Partnerships
  • Advocate for improved medicine access at government and partner meetings.
  • Work with stakeholders to harmonize efforts and share technical insights.
  • Provide expert guidance on validated BP devices and monitors.
  • Expected Deliverables
  • Over the 12-month engagement, the Consultant will deliver outputs including:
  • Updated and actionable hypertension Medicines Access Strategy.
  • Policy domestication support and implementation reports.
  • Documented capacity-building sessions at state and LGA levels.
  • Financial sustainability framework for hypertension medicine access.
  • Supply chain assessment reports and procurement/forecasting tools.
  • Monitoring tools and periodic reports on medicine availability.
  • Meeting documentation, advocacy briefs, and coordination updates.
  • Contract performance will be supervised by the Principal Advisor & Manager, Cardiovascular Health.

  • Requirements
  • Education
  • Bachelor’s degree in Pharmacy, Biomedical Sciences, or a related field.
  • Master’s degree in Public Health, Public Policy, Economics, or a related discipline is an advantage.
  • Experience
  • 5–6 years of progressive experience in medicine access, supply chain management, or pharmaceutical procurement.
  • Minimum of 3 years working in market shaping for essential medicines, preferably hypertension or NCD medicines.
  • Familiarity with innovative financing mechanisms; hands-on implementation experience is desirable.
  • Knowledge of local pharmaceutical manufacturing and regional policy frameworks is an added advantage.
  • Skills & Competencies
  • Strong analytical skills in policy, supply chain systems, and health financing.
  • Understanding of political and regulatory structures influencing health commodities.
  • Excellent stakeholder engagement, advocacy, and communication abilities.
  • Proven ability to manage timelines and deliverables within a consultancy structure.
  • Proficient in Microsoft Office and relevant data tools.
  • Fluency in English is required.
