Job Description

The Chief of Operations & Programs plays a critical leadership role at Seismic Consulting Group, serving as the CEO’s principal deputy and driving operational excellence, business growth, and high-quality project and proposal delivery. This position oversees internal operations, staff performance, business development, donor-compliant proposal development, and strategic partnerships to ensure efficiency, growth, and consistent delivery standards.

Key Responsibilities

  • Oversee day-to-day operations to ensure efficiency, accountability, and alignment with organizational goals
  • Design, implement, and continuously improve operational systems, workflows, and internal controls
  • Supervise staff performance, workload distribution, and delivery timelines to ensure deadlines are met
  • Coordinate cross-functional teams for effective execution of consulting assignments and projects
  • Lead business development activities including market scanning, opportunity identification, and partner engagement
  • Build and manage relationships with donors, development partners, NGOs, government institutions, and private-sector clients
  • Oversee the full proposal lifecycle including EOIs and bids, ensuring donor compliance and quality standards
  • Review and approve final proposals for accuracy, competitiveness, and alignment with client requirements
  • Coordinate and manage external consultants and subject-matter experts to meet agreed deliverables and timelines
  • Represent the organization in meetings and negotiations when required and provide strategic operational support to the CEO

Requirements

  • Bachelor’s degree in Business Administration, Management, Economics, Development Studies, International Relations, or a related field
  • Postgraduate degree (MBA, MSc, or MA) is mandatory
  • 7–10 years of progressive experience in development consulting, donor-funded projects, or professional services
  • Proven experience in operations management, business development, and proposal leadership
  • Demonstrated ability to manage teams and deliver under tight deadlines
  • Experience working with donor-funded programmes such as World Bank, FCDO/DFID, USAID, UN agencies, AfDB, EU, or foundations is highly desirable
  • Strong leadership, communication, negotiation, and stakeholder management skills
  • In-depth understanding of donor compliance, consulting standards, and proposal quality assurance
  • Ability to work independently and make sound decisions in the CEO’s absence
