Job Description

A leading organization in the downstream oil and gas sector is seeking an experienced and strategic professional for the role of Head, QHSE and Compliance. The successful candidate will provide leadership across health, safety, environmental, quality, and compliance operations for retail stations, depots, terminals, and construction or renovation sites.

The role involves ensuring regulatory compliance, improving operational safety performance, overseeing incident management processes, and driving the implementation of integrated management systems, including ISO 9001, ISO 14001, and ISO 45001 standards.

Key Responsibilities
  • Lead process safety programs aimed at preventing uncontrolled releases of fuel, gas, and hazardous chemicals across terminals, depots, pipelines, and retail stations.
  • Oversee inspections, testing, and maintenance of safety-critical systems including emergency shutdown systems, pressure relief valves, shear valves, and fire protection equipment.
  • Ensure refined petroleum products such as gasoline, diesel, and jet fuel consistently meet industry quality specifications through regular testing and monitoring.
  • Implement and enforce safe work procedures for high-risk operations including confined space entry, tank cleaning, welding activities, and fuel transfer operations.
  • Manage environmental protection initiatives, including spill prevention, waste disposal, groundwater monitoring, and emissions compliance.
  • Coordinate emergency response planning and lead incident command activities during fires, spills, gas leaks, and other on-site emergencies.
  • Conduct QHSE audits across terminals, depots, and retail outlets while tracking corrective actions to closure.
  • Lead incident investigations using structured root cause analysis methodologies and promote a strong safety culture across all operational locations.
  • Deliver QHSE training programs for operators, contractors, tanker drivers, laboratory personnel, and retail station staff.
  • Prepare periodic safety, environmental, quality, and compliance reports for executive management and regulatory bodies.

Requirements
  • Minimum of a First Degree in Engineering (Mechanical, Chemical, Petroleum, Industrial), Environmental Science, Occupational Health and Safety, or a related discipline.
  • 8–10 years’ experience in a QHSE leadership role within the downstream oil and gas industry.
  • Strong experience managing process safety, occupational health, environmental compliance, and operational risk across multiple sites.
  • In-depth understanding of fuel storage systems, product transfer operations, truck loading processes, underground tank integrity, and retail forecourt safety.
  • Proven leadership and team management experience within refinery, terminal, depot, or retail station operations.
  • Practical knowledge of downstream QHSE regulations, audit processes, incident reporting systems, and corrective action management.
  • NMDPRA certification and demonstrated experience building QHSE structures and systems from the ground up.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
  • Excellent communication, stakeholder management, crisis response, and risk assessment skills.
