Job Description
A Pan-African, non-partisan organisation is seeking a Programme Manager – Policy & Legislative Engagement to lead policy reform, legislative engagement, and institutional strengthening initiatives. The role will translate research and evidence into actionable policy and legislative outcomes through structured engagement with legislatures, government institutions, and key stakeholders at national and sub-national levels.
Responsibilities
- Lead strategic engagement with legislatures, policymakers, and government institutions on democracy, governance, and inclusion-related reforms.
- Design and implement legislative engagement strategies, including technical briefings, policy dialogues, and reform support initiatives.
- Lead the design, implementation, and management of policy and legislative engagement projects and workstreams.
- Develop concept notes, workplans, budgets, and implementation frameworks for assigned programmes.
- Oversee the development of policy briefs, legislative memos, technical notes, and governance analyses.
- Translate research and data into practical recommendations for policymakers and legislators.
- Manage relationships with legislative institutions, MDAs, civil society partners, and development partners.
- Track progress of policy and legislative engagement activities against defined indicators and contribute to donor reports and learning briefs.
Requirements (Qualifications & Experience)
- Bachelor’s Degree in Law, Political Science, Public Policy, International Relations, Governance, or related fields (Master’s Degree preferred).
- Minimum of 7 years’ experience in policy, legislative engagement, governance programming, or related areas.
- Demonstrated experience working with legislatures, government institutions, or policy reform processes.
- Strong understanding of democratic governance, legislative processes, and public policy development.
- Proven ability to manage complex programmes and multiple stakeholders.
- Excellent policy writing, communication, and analytical skills.
- Ability to operate effectively in politically sensitive environments.
Desirable Attributes
- Experience working with donor-funded governance or democracy programmes.
- Familiarity with gender-responsive governance and inclusion frameworks.
- Strong facilitation and presentation skills.
Salary & Benefits
- Salary: N400,000 – N450,000 per month
