Job Description

Tetra Maritime is recruiting an experienced Head, Local Content (WAF) to lead regulatory compliance, local content management, and stakeholder engagement activities for maritime operations in Nigeria. The role is responsible for ensuring full compliance with local content laws and regulatory requirements while maintaining strong relationships with key government agencies, maritime authorities, and industry stakeholders. This position also supports operational continuity for vessel operations and contributes to the growth of upstream and regional compliance initiatives.

Job Responsibilities
  • Manage all local content requirements for vessel operations in Nigeria and ensure compliance with applicable regulations.
  • Oversee the preparation, submission, and maintenance of vessel, technical, and regulatory documentation.
  • Build and maintain strong relationships with regulatory agencies including NIMASA, NUPRC, NMDPRA, Customs, and the Nigeria Shippers’ Council.
  • Monitor regulatory developments and provide guidance on compliance obligations and policy changes.
  • Ensure timely processing and renewal of permits, licenses, certifications, and vessel registrations.
  • Manage relationships with maritime unions and ensure compliance with collective bargaining agreements and crew manning requirements.
  • Coordinate Temporary Import Permit (TIP), Coastal Vessel License (CVL), cabotage registration, and other regulatory processes.
  • Support third-party agency services and facilitate regulatory approvals for partner organizations.
  • Resolve vessel clearance, permitting, and compliance issues to minimize operational disruptions.
  • Prepare reports and updates for leadership on compliance risks, regulatory changes, and operational impacts.

Job Requirements
  • 8–15+ years of experience in maritime, offshore, logistics, regulatory compliance, or related sectors in Nigeria.
  • Strong knowledge of Nigerian maritime regulations and regulatory agencies including NIMASA, NUPRC, NMDPRA, Customs, and NSC.
  • In-depth understanding of local content laws affecting shipping, maritime, offshore, and upstream operations.
  • Proven experience managing relationships with government agencies, regulators, and maritime unions.
  • Experience handling vessel documentation, regulatory filings, permits, audits, and compliance reporting.
  • Knowledge of maritime labour regulations, collective bargaining agreements, and expatriate crew compliance requirements.
  • Strong problem-solving skills with the ability to address regulatory and operational challenges effectively.
  • Excellent leadership, stakeholder management, communication, and organizational skills.
  • Commercial awareness and the ability to align compliance requirements with business objectives and operational continuity.
